It cannot be folded with both seats on. If I remember correctly, you may be able to leave the rear seat on, but the front seat needs to be removed for sure. It is a pain for sure to remove and replace the seats each time you get in and out of the car. Sorry. Congrats on your twins thwough. =)
If you would like to confirm, please download the user manual from the Perego website.
you need to make sure both seats are upright, the storage basket bar is up and locked in place, the canopies are pulles back and out of the way, and when you lower the stroller to fold it shut, make sure the wheels are not sideways and in the way. the front wheels need to be straight, if they are crooked the stroller will not shut completely. if you still need help i'm at firstname.lastname@example.org

I had the same problem and sold my stroller due to MANY things.Handlebar foam ripping, no 5 point harness on mine, heavy, awkward, wheels hit every isle shopping. It took up all my trunk space, looked old and dirty fast due to me having to put it on the ground to fold and lift it!! The car seat itself that when with it as a travel system had to have a rolled up towel behind it so babies head wouldn't flop forward. I cleaned it up at took the first 50.00 I could get for it after owning it a meer 5 months.....don't regret not having it, I'd rather carry my 22 lb baby than deal with it another day.
the car seat goes in so that the baby is facing you if you are pushing. the bar on the adapter goes into the two plastic pieces sticking out of the back of the car seat. the red hook in the graco seat will latch on. it is confusing because the baby is seemingly far from the person pushing.
I own two evenflo strollers- from the pictures I believe it's the same exact stroller. Mine don't have "buttons" to lay down the seat.. instead they have a "cord" like a belt in the back towards the top- you can let some out to lay the seat down- or else pull it tight and it will 'raise' the seat to a sitting position! The 'belt/rope" for adjusting has a D-ring on the end of it- so look for that towards the top center in the back (under the handle bar).
