If it is new and has not worked at all, you should try using it on another computer that, if possible, has a different operating system. My first option would be to create a partition using a 3rd party partition creator.
try and listen to the drive when plugged in, if you hear a faint skipping noise. i suspect it is a fault internally on the reader.
if you have a reciept usually the manufacturer will exchange this. as a repair is very tricky!

To add to Manikandan's comment, you can get a replacement from a local service center, assuming they're Toshiba authorized. It's often more convenient than trying to contact Toshiba directly (trust me, you'll save a lot of headaches.)
Check your Toshiba warranty status here.
If you're still covered, you have a couple options:
1) Contact your local authorized Toshiba provider and drop it off at their location.
2) Ship to an authorized provider in your area, if it's more convenient.
Either way, it should save you a ton of time and hassle.
