Unplug set from power and if using a Box of any sort to feed signal unplug that also----let set sit for several minutes and power everything back up----this will allow set and or a box to try to reboot.

TV is not receiving power. Power source is good and cable is good. The TV does not appear to respond.

You probably have undertaken something by now but if not . . .
This kind of failure is very common, it is nearly always caused by the failure of the main power supply which in many sets is located on a separate board. Look for a smaller board with larger components on it; particularly cylindrical parts and one or more larger blocks which are the transformers. Locate the part number on the board; there may be more than one. The bare board often has a part number that was etched during the manufacturing of it, a second one if present may be clearly added via a label or stamp.  This last one will be the number for the assembled board. They do this because problems with the original design may cause the part number to change slightly and for this reason, this is the number that applies to your particular set. You will need to find the Vizio service location and contact them to ask if there is a repair program or only a replacement cost for a new assembly.
Unfortunately, unless there is a replaceable fuse you can find, this isn't a DIY repair. I would require some technical skills and two particular instruments.
Many of these failures aren't necessarily due to poor design but rather lousy parts used to cut the cost a few pennies.

No power on Westinghouse LTV-46w1 Television

This kind of failure is very common; that is why I suggest that one should keep the old CRT TV, buy a converter and put them both in the garage or basement so they are handy when our s*e*x*y new sets go belly up.
With fair confidence I can say that the main power supply has failed.
If you want to try this on your own, it only will require the removal of a few screws and a flashlight.
- Unplug the set overnight. - Remove the rear housing  - Use some logic and these tips; look for a separate board with larger than average parts on it and seems closer to the power cord than others. This will be the power supply.
Check the board over for something that looks like a part number and record it. If you find more than one, one of them will be the bare board number, the second (sometimes on a sticker instead of printed directly on the board) should be the part number for the assembly.
Search for the Westinghouse service company nearest you and call them with this info. Ask if they repair these or just sell new ones. If it is the latter, don't pitch the old one, continue to look for a repair service that will take it on after you have the new one in place and can watch your favorites again. The new supply will likely cost between $90 - $150 and with a little common sense, most anyone can remove and replace these in the set. Expect any repair to cost about the same as a new supply; US technical labor costs more than Chinese assembly labor.
These supplies can be as reliable as the primitive older type but companies refuse to use the high-grade components necessary to give them a long life so they fail much sooner than the old, less efficient kind known as 'linear' supplies.

What would cause that is failure of some part (probably a filter capacitor) in the set's power supply. The usual cause is component stress due to manufacturers keeping their costs down by using parts that just barely can stand their operating voltages. (Higher rated parts would last longer, but would cost more.) Some parts are just a little too weak and break down. It's not unusual to have this kind of problem these days. The set would be repairable unless there was physical damage to the circuit board itself. You might have it looked at and get an estimate for the repair.

Plasma tv has sound but no picture

Check all the cable connections at the back, if you are using an external receiver , then check the Video cable, eventually try a replacement one.

Try leaving the TV set unplugged for a couple of hours, this will drain power completely and, if there is no real fault , this can fix the problem.

If that does not fix it, then thereis an internal fault.

Common faults that cause audio but no picture concern, digital board, controller board, sustain boards, Plasma screen ribbon cables, and plasma display.

Call the number listed on the owner manual to get assistance.

If the warraty is expired no longer than three years, ask the price fod r a warranty extension calling same number in the manual.

Light blinks but tv won't turn on

If the TV is less than one year old is covered with factory warranty by Samsung. Give them a call ringing the number listed on the owner manual.

If the TV goes in standby, then it is in protection mode.

Ensure also that the fault is not coming from a faulty receiver box sending
bad signal, check if you get same problem on DVD with no receiver box

Try first leaving the TV power cord unplugged for some times, let say one hour or so.

The flashing light indicates a diagnostic state called protection.
When the TV goes on protection there are only two possible causes.

1The internal circuits are jammed because of electrostatic charges accumulating on capacitors, or because of a wrong voltage read by the main chip on your monitor controller board. this started the protection circuit.

2 The protection circuit detected a wrong voltage or abroken contact, identified an internal fault and kicked in , starting the flashing light.

If you are in situation one, then the TV will reset just unplugging power cord for one or two hours, sometimes even minutes.

If you are in situation 2 , then there is an internal fault.

If under warranty contact the manufacturer ringing the number on the user manual

If you want to repair at your own expenses, just locate any good qualified repairer.

LCD/Plasma Electronic Replacement Parts: Plasma & LCD TVs, Appliances |

On LCD Pay particular attention at inverter and power board, power board can be inspected looking for bulged or leaking capacitors, then tested with a multimeter. The inverter is more difficult to test , there is need to read voltages, should be done by a tech. Also the LCD controller board can cause same problem

On Plasma, test Sustain (Ysus/Zsus) / Buffer boards , cables to plasma, digital board and power board.

On Rear Projection : check lamp, lamp ballast, power board, and convergence.

On CRT TVs, check ballast , flyback transformer, CRT, Tuner, Convergence.

Doesn't turn on

Pretty good chance the power supply board is bad. A number of capacitors will become leaky and you lose all power. Some techs still know how to do component Laval service but most just change the board $$$$
