This display uses a capacitive touchscreen. It relies on the conductivity of your finder work. It may be that it has lost sensitivity and only works when there is a path to ground through your body. If this is the case then the touchscreen will need replacing.

There needs to be a usb connection between the screen and the PC. Also there may need to be a driver installed on your computer. All this information should be on the CD that came with the screen or on the manufacturers website.
This has nothing to do with your monitor. Windows has default drivers that will be installed for that.
The problem will be your video card drivers are not installed.
Get the right drivers for your card, install them and you should be away.
