To type the "and" symbol "&" on your HKC notepad, you can try pressing the "Shift" key and the number "7" key simultaneously.
If this doesn't work, you can try using the on-screen keyboard. To access the on-screen keyboard in Windows 10, click on the Windows icon in the bottom left corner of the screen, then select "Settings" > "Ease of Access" > "Keyboard" and turn on the toggle for "On-Screen Keyboard". Once the on-screen keyboard appears, you can use your mouse or touchpad to click on the "&" symbol.
If you're still having trouble, you can try changing the language and keyboard settings on your device. To do this, go to "Settings" > "Time & Language" > "Language" and choose the language you want to use. Then go to "Region & language" and select the appropriate keyboard layout for that language. Once you have made these changes, try typing the "&" symbol again using the methods mentioned above.
Press the "2ND" key at the upper-left-hand corner of the keyboard to access the second functions. For example, to calculate the square root of 2, press 2ND [square-root] 2 ENTER.
Well this seems to be obviously a keyboard problem, that sort of things happens when the keyboard is extremely dirty or water or other liquids get to the keyboard circuits, there's no practical way to make it work as good as new since it's a laptop keyboard and it's all sealed, there are two options get the laptop to technical service or buy a compatible keyboard and follow this tutorial or this one.
If you have any other problem don't hesitate to ask.
The keys to modify other keys are 'shift', 'alt gr', and in some laptops 'fn', 'ctrl' and 'alt' also affect key, but they are more use for shortcuts and less to alternate key symbols.

Your keyboard setting in Control panel regional and language options is probably set to US International. This option allow you to create every special character using combined keys see this page for MS instruction> If you have a localized keybord (Portuguise, Brazilian or else) you can get the symbol corresponding with keys if you configure the exact keyboard instead of US international. Of course for same language you can configure multiple keybord. You can also use for every language the On screen Keyboard you get in Start/program/accessories/ accessibility
Usually a third symbol on a key will require the holding of another key to apply that symbol as when holding the shift key to go upper case and what not. But the third the symbol is usually a different color and the key to press to access that symbol is the same color as the symbol is. Such as with many laptop keyboards the FN key (usually at the bottom left side of the keyboard) is a bluish color and pressing it is required to apply the blueish symbols on keys. I hope this helps.
