Windows boot manager says windows failed to start, why?

This is caused by a corrupted boot file, maybe it has been turned off or had a power failure when shutting down.

Do the system detect your hard drive? If detects, try to get it partitioned. If you can, you won.

Compaq pressario cq61 laptop wouldn't start.

If you had removed the battery while using the laptop, there is a good chance the laptop would still be working. A battery can fail in a number of ways, some of these could cause the power circuits to fail and kill your mainboard. The problem will be at a component level, electronics are very sensitive to stray voltage/current. Take it to a computer repair shop and they should be able to run a diagnostic the see if the mainboard has failed or not.

Why does my laptop power button, battery 1, battery 2 stays on on power up? nothing further, cannot see the logo for Sony and the fan is silent

The easiest solution is to press power button for 10-15 seconds. Release it and try to start it again. If this fails, then remove battery and try to start the laptop without it. If this also fails, try without ac power, only battery. After trying all that and still fails, you have to go to the repair shop, sorry.

Most likely a Windows software problem. Could be virus caused. Try restarting the laptop and immediately start tapping the f8 key until you see a screen with several boot options.Use the arrow key to select "boot using last known good configuration". If that works, you're done. If not, try restarting the laptop and immediately start tapping the f8 key until you see a screen with several boot options. This time select "boot in safe mode". The laptop screen will look different but will still allow you to run your laptop. Click on the "Start" button, then "Help and Support" and then "Undo changes to your system using system restore". Click on "Restore" and then select a date shown in BOLD when your laptop was running fine. Have the laptop restore to that date. After restarting, you should have full functionality. If this doesn't work, you may have a failing harddrive. Try reinstalling Windows. If it fails during loading, your harddrive is most like failing and should be replaced. If reloading solves the problem, you had corrupt software probably caused by a virus attack.
