Cleaning the filter was the right thing to try.
Since you don't see cracks/breaks on the spray arm and it appears that it is spinning freely, I doubt that replacing the spray arm will fix your problem.
If your dishwasher is several years old, your problem is likely a failing pump motor, but before you swap that out, check that the impeller is not damaged. Good Luck!

This arm turns due to water pressure in a small hose attached in the back of the dish chamber. Look inside when the dishwasher is empty and you will most likely see that the hose feeding the center arm is disconnected. Just push it back on and you will be up and running.

the clips that hold it in place are worn. you will have to replace it. they are not very expensive. to remove it simply unscrew the round disc above the arm
