When you say you changed the video card - did you change it and now the monitor won't work? or did the monitor not work and you've tried changing the card to see if that was the problem?

Check the bios, which is at the beginning when you first turn on the pc and you press the delete or F1 key at a certain time to enter cmos, or bios. once in the 'bios ensure that the primary video card option is indeed your actual card ie. that if you have a onboard card you have onboard selected or agp for agp and pciexpress for pci express. If this still does not help then, perhaps remove the battery from the mother board and reset bios...***make a note of all the settings in bios first because if you did not personally build the pc then changing settings could have adverse reactions....

most times if a pc was working and lightning did not kill it, and it was not mistreated like with water or beaten I can resurect any system but I start at the beginning, without anything on the system then add things starting with HD then cdrom, then OS and vid card...then more RAM....

>Install the ATI video card drivers (you probably did this, but....)
>You may have to disable the integrated video on the motherboard (if you have it) in the BIOS setup screen.
>Make sure the new card is seated properly, take it out and reinstall it. This is one of the most common problems.
>Make sure the VGA or DVI pins in the monitor video cable are not bent or damaged. Another very common problem.
>Swap monitor with a different one; if you get video your monitor is bad or there are some settings need changing.

Pc is on but no display

>Change video cable to test. Make sure it is plugged in firmly with no damaged/bend pins in the plug.
>Change monitors; if you get display with a different one your monitor failed
>IF you have a separate video card, remove and reinstall; GENTLY clean the contacts and make sure it is installed firmly.
>If you have integrated video on the motherboard (most PCs do now), get a video card and install it in the correct slot. If you get display, the integrated video on your motherboard failed. Use the new card instead. Don't forget to install the drivers for the video card.

>If all above fail, your motherboard failed.

My lcd screen flickers and then go's black.

Glad to HELP YOU!

I'd say it's a problem with your VIDEO CARD.
The video card could have a break or a short that could result in a poor/bad signal being sent to your display. The extra load on it (in sending information to the monitor) could have been generated a malfunction of the card.

Try to make up-to-date the driver if possible. To do so connect to your machine another monitor (through cable, of course) and see if you can have "image" there. If yes, then go for the update!
To do so go
right-click on MY COMPUTER > PROPERTIES > HARDWARE > DEVICE MANAGER
and there select VIDEO CARD (or whatever is called) from the list of devices.
Right-click on VIDEO CARD > PROPERTIES > UPDATE DRIVER
After the update was done REBOOT.

Blinking with no signal video displayed, also blinking picture after started windows

"no signal" means exactly that. You monitor is not receiving signal from your PC. Recheck the video cable on both the monitor and the PC, make sure they plugged in properly.. Also try another monitor if you have it, and if it works with that monitor than more likely you have a frequency sync problem. In this case, using another monitor that works, and try resetting the video to basic 60Hz. In Windows, Start->Control_Panel->Display. Change the display resolution to the lowest, apply the setting, then change the monitor back to the questionable one. If it still doesn't work, then your video processor on your monitor is bad; RMA it if it's still warrantied.

Blinking picture problem, try suggestion above.

3. check the cable ( vga) to the
4. monitor >>>go to another computer and connect video cable to the computer. if you get a display then you know the monitor is OK.
5. Isolate each component of each path.
