The blower resistor may be going bad and need replacing. Does it do it only on one or any fan speed? I'm not sure where that particular part is located for it has been number of years I have looked at vehicles older than 18 yrs. but I hope this steers you in the right direction. 1.3L sammi G13A engine with some carb, old or updated.
slow cranking has 2 causes (not parts cause)
1: low battery voltage to the starter.
2: or that old mech, stand alone dizzy is adanvced do bad the engine wants to start backwards, slowing the starter motor.
my guess is you battery is discharged, or has very low CCA rating
so when you add the jumpered in battery CCA is now 2 times spec.
effectively (almost) hiding the crazy dissy advanced timing.
also that old POS dizzy has fly weight advancing mechanism
in the base of the Dizzy that LOVE to stick wide open (rust)
so clean and lube them first.
then set the static timing,
and last set it at hot idle.
2: the dash gauge sender (1pin type) is bad.
3: old engines, 28 years old , all burn oil, how could they not?>
but a clogged PCV valve makes it worse.
as does running crazy thin oil. try 10w-40 in the summer and 10w-30 winter.
or the oil control rings are bad. (or stuck in lands)
or the oil seals on the valves are like brick flexibility.
or valve guides are long ago worn over spec.
their is a fuse in the back of the radio itself check this out first ,Why import from USA when these are available in europe ,by the time you do the paperwork and pay the import duty especially in froggy land you will wish you had bought one nearer home ,It will pay you to take to the UK and import onto UK plates then keep it a year before you change plates to a europeon state especially spain or portugal and france is not far behind on the paperwork either ,expect to pay around 2000 euros on tax alone without registration or inspection also remember that europeon vehicle inspections in any member state are far superior to a single emmisions test stateside so as this car is 11 yrs old it may cost a small fortune alone to put right 11 yrs of no mechanical inspection from ball joints to the stupid american back lights which are not legal in any europeon state
You could order 3 different sizes for this year from the factory depending on what option package and wheel size you have, here are the 3 factory original sizes.

havent a clue to be honest ,please describe the symptoms then perhaps i can point you in the right direction.best advice is if it runs ok leave well alone and just clear codes as this could be a very old code or your software isnt compatable with this vehicle
If there is no problems with the performance of your vehicle i would just leave it alone.You should still get 20 to 30 thousand miles out of it yet.Dont fix what is not broken.
I have known the tercel to go easily 250K. If the price is right it is a no brainer. Usually the rust wins before engine failure. Those late model 80's Tercels consistently got over 35mpg.

The two most common problem with these Honda's are the distributor and the "main relay"(this control the injector and fuel pump. Most of the time with a distributor problem you would get the problem that you have described. So in my opinion its a distributor, can be replace very easily.
