I just got this phone and it would not power on when i hold the power key but when i go to charge it it displays the normal stuff like the at&t logo but after that a blue screen appears with some type of error message only it doesn't state that its an error message what can i do
Check in the back of the phone and look for a sticker and the color your looking for is ether red or white. If you see it and if its red then the phone has been water damaged and thats the cause of its reaction but if its white then the phone has either been droped or something like that which means that the board was either damaged or it just simply lost its programing. Think of it as like when a computer crashes.

Does it show as charging when plugged in?
Try the next step when plugged in and/or unplugged.
Try: Hold the Volume Down button and the Power key simultaneously for about 15 seconds. After holding them down for about 20 seconds if the phone didn't power cycle then release the keys and try and turn the phone on like you normally would by briefly pressing the power button.
***If this did not work Try it using the VOLUME UP button with the same process*** this activates a "Power cycle"
How hard you press the key is important. If you have habit of pressing it very hard, then the key gets damaged & you have no option but to replace the key. Check the battery with multimeter for the correct voltage specified on the battery itself. Run down battery will not allow you to power on the phone. Keep your phone for overnight charge & then check.
Try a reset. Hold down the power key at the same time as the round home key until phone powers down. Release buttons only when you see the apple logo, then wait a min or two for phone to re-boot. You will not lose any data on the phone.
I just got done repairing one today with this same problem. You will need to restore the software. To do this we need to put the phone in recovery mode. With the phone powered off, press and hold the home button while connecting the usb cable to the computer. Continue holding it and you should get a image of itunes logo and a usb cable.Once you see the image release the home key. After that just open itunes. It will tell you that you need to restore. Just follow the on screen instructions and it should have you back up and running.
Do a full phone format: 1. Make sure you have at least 3/4 of your battery charge. 2. Switch-off the phone 3. Press & hold the Green Dial key, the star ( * ) key & the #3 at the same time and switch on the phone 4. Do not let go of the keys (except the power button) until you see the fomatting message After a few minutes, the phone will boot up.
