I am not familiar with your specific model of softener, but generally speaking, adding water to the brine tank is the last step of the regeneration process. This way the water can soak the salt until the next regeneration is called. Then, as you have determined, the valve does reverse direction and draws the brine solution through the resin.
There are other steps involved in regeneration, like back-washing and packing the resin, but you are mostly correct.

the motor trip off due to obstruction of pressure,this was equipted by pressur switch, w/c if the differential pressur of in and out of filter exceeded this will trip off, reset over load protection relay,push lever of relay to reset the overload protection this was located on control panel board,if there is main circuit breaker check also,push up to reset circuit breaker,replace catridge filter at once to flow the water continously,check specification of catridge filter about 0.2 to 0.5 microns or depend on your manual.cheers and have a nice day,don't forget to rate me,thank's

This sounds like the resin cylinder is perforated or connections at the top are leaking. The brine tank should only have a little water in the bottom - if it is full of water (maybe even up to the overflow?) then you will need to replace the resin cylinder or fix a leaky connection to it.
Is the water in the brine tank 'rusty'?

There is .25 gpm flow restrictor in the top of the float assembly, It may have sediment in it. Unscrew the cap on float top and check the restrictor. When you hook it back up run the system to refill (last cycle) hold the float stem down until all the air is purged from float assembly and see if that works. Also the float ball (foam) may have slipped top too far and is shutting off prematurely. If this does not work it is in the valve which has small pistons, diaphrams and springs to control the cycles. Each cycle also has a solenoid which makes these components work. You will not find a service manual for the Mark 50 valves. They are obsolete unfortunately and parts are no longer available. This valve was made for nearly 40 years and was the hallmark of the Culligan line.

Look down the tube (where the float assembly is) there should only be about 10-12" of water in there. For water to reach the brine tank over flow the tank would have to be 3/4 of water. Brine tanks can develop leaks over time if they were set on uneven ground or if any rocks or debris are under it. If there is no evidence of water running down the side of the brine tank this is the most likely cause. Also if it has been leaking for some time there will salt buildup around the brine tank. Check the water softener for any leaks also. At times a small leak from the softener will find it's way over to the brine tank and collect around the bottom of it.
