Reomove the base and all the screws in the back, use thin flat blade screw driver to crack open at the bottom edge of the monitor and then work your way around, you should ahve the monitor face down on a flat soft surface.

all those sounding intelligent and saying that replacing lcd hardware will fix the problem probably didnt have the problem themseleves . i had exactly same problem with samsung syncmaster 2043swx monitor . i just restarted and booted into safe mode ( by pressing F8 key at startup ) tried changing reolution in display settings . rebooted in normal mode and asll lines are gone and never appear again . i am uisng windows Vista . so i think it is probably a driver glitch something .
It is the problem of monitor pcb in vertical section.check vertical ic for dry soldring. Resolder the ic if problem still on then change ic or check components related ith it. check continuity of vertical deflection coil.
