seems to me that there is something holding open the valves. you can take the hoses off the back (turn off the water first, naturally) and see if there is a lot of buildup inside the valves. There are screens in there that you could take out to inspect inside the valve from that side, perhaps you can see something there holding it open. If there is nothing you can do, you may have to replace the valves. Not sure of cost but shouldn't be too costly.
