SOURCE: on the unit model/serial# tag there is three

Compressor LRA ( locked rotor amps)meaning that if you hold that rotor and do not allow it to turn, it would draw that many amps.
Compressor RLA (rated load amps) meaning the amps the compressor will draw at a certain outdoor temperature usssually 95°.
Fan FLA (Full load amps) meaning that's the maximum amps the motor will run at continuosly.

SOURCE: My church has a roof

RLA ( rate load amps/current) is the rate of unit ( usually about 65% against Max. load current < FLA/FLC>)
LRA ( Locked rotor amp/current)

Seems your AC use Y or Delta starter, so at start the current draws will between : 3X ( 26.4 to (26.4(1 +35%). And After start up the current draws will drop to 26.4 to 26.4(1+ 35%) in normal operation.
Remember, that the current draws also depending to the condition of your ac.

I was changing the filter and unit came on and sucked the plastic bag down the hole. This is on a Mobile Home

The unit is more than Likely a package unit meaning everything is outside. So you can go to the unit, switch it off, and remove the top or a panel to get to the evaporator coil which is where it is probably sucked into now.

Sounds like you are on the right track. The symptom of the contactor not pulling is your clue to the solution. When you turn the thermostat down lower than the room temperature and the thermostat calls for cooling, the outside unit should start immediately. There are a few exceptions to this but generally this is correct. So if you turn the system to cool and the thermostat is calling for cool then the contactor should pull in immediately. If it does not then check for 24 volts to the contactor. If you have 24 volts to the contactor then the contactor is the problem. If you do not have 24 volt power to the contactor coil then you will have to find where the break in voltage to the contactor is happening.
There are many reasons why you may not be getting 24 volts to the contactor, so check what i stated above before you go any further. Repost if this is the solution or you need further assistance.
Important tip....the yellow wire from the thermostat carries the 24 volt power from the thermostat to the contactor.

WONT COOL OUTSIDE UNIT DOES NOT COME ON FAN BLOWS INSIDE

if the fan outside is turning on and inside fan is blowing too, then you have a compressor problem. could be a capacitor gone bad (or needing a hard start kit) to the entire compressor failure

Size

Greetings jdreisbaugh,

The tonnage is usually found on the name plate on the condensing unit outside. 12000 btu = 1 ton, 24000 = 2 ton and so forth. In your case the unit is 36000 btu, therefore a 3 ton.

I hope this helps!
