A brook stone RC silver bullet helicopter. Quite a bit of hair got in it so I cleaned the hair out and took it apart to see if I could find anything obviously wrong, I only took the plastic shell off

What your witnessing is that the blades are not catching on the spindle, normal function locks the central unit to that silver shaft that drives the blades. There is not enough friction driving them so they just lazily spin like that. There should be a secondary coupling link that helps engage the blades for flight please refer to the manufacturing specifications.

Sometimes the metal weights fall out of the top rotating bar causing the blades to be out of balance and the bottom blade to hit the tail. Check to see if both the weights are in the top bar.

My rc helicopter can not fly it spin in floor

This type of helicopter uses a fixed pitch blade. Have you recently replaced one or all the blades? If the blades are correctly positioned then once the motor comes to speed, the pitch of the blade creates enough lift to overcome the force of gravity. The problem you're having can only be that the motor is not coming to speed or the blades have been replaced but the pitch is now at the wrong angle.
