Have an intertherm air handler. The fan on the inside unit wont turn on. Water is moving in the unit, it's cold, outside unit is working. In FL, 93 degrees and really hot........Any suggestions on what the problem could be and that could be easily and cheaply fixed?

Check and see if there is any Ice on the copper line that runs from condenser (outside unit) to air handler (inside) if so you need a charge. You can also make sure the fan is working on the condenser unit outside it should spin when you have the air on. If it is not you have a bad fan motor. there are other things it could be but these you can see.
Check for fan operation by turning the fan control at the thermostat to "on". If the fan blows, it works. If not, check a circuit breaker or fuse.
If the fan blows when forcing it on with the thermostat but not in automatic, check the fan control circuit in the air handler. Danger: high voltage, beware! There should be a system wiring diagram inside the air handler somewhere.
Some heat pumps have high and low pressure swiches installed to keep compressor from running when unsafe conditions occur that can damage the compressor. If the outside fan is not turing on, the unit is cycling on high pressure, if you see ice forming on the big refrigerant line coming from the air handler, then the compressor is shutting down on low pressure. Low pressure can be cause by lack of air flow through air handler or from a low refrigerant charge.
Hello my name is Heath it will be my pleasure to assist you. The first thing to check is the filter in the furnace or air handler. Also check the inside coil to be sure its not frozen up. Does the air coming out feel cold? It sounds like the unit could be low on charge which means it has a leak and should be leak checked repaired and properly charged. You would need refrigeration gauges to put on the system in order to properly check the refrigerant charge in the system. One other thing could be a dirty condenser coil. Turn the power off to the unit and use a garden hose with a strong nozzle and spray water through the whole coil to try and blow any dirt or debris through the condenser coil in the outside unit.
OUTSIDE FAN OR INSIDE FAN OR BOTH. IF BOTH CHECK THERMOSTAT WIRE HOOK UP. IF YOU INSTALLED NEW TSTAT CHECK FOR JUMPER ON RH-RC TERMINALS ON TSTAT BACK PLATE. IF INSIDE FAN COMES ON WITH FAN IN ON SETTING AT FAN ON AUTO LEVER THAN PROBLEM IS AT OUTSIDE UNIT. CHECK FUSES IN BOX ON OUTSIDE WALL. SHUT OFF BREAKER FIRST.
If you are referring to the outside unit freezing up, the issue is in the defrost cycle. The defrost cycle works something like this: The unit reverses the flow of freon causing the inside coil to blow cold air into the conditioned space and the outside coil is now working like an a/c unit, it gets warm to melt the frost/ice. The inside unit electric heat strips come on so you do not notice the cold air being blown in. The fan on the outside unit stops running to allow the coil to get good and warm.
Now the unit should go into the defrost cycle every 90 minutes or so. It should not terminate the cycle untill the coil is clear of frost. There is an "Klixon" type termostat that measures the temperature of the outside coil. This is most likely the problem. It is prematurely terminating the defrost cycle. I'd start there first.
