This error means the reel position motor is not moving the reels either together for mini DV or appart for large tapes. Usually because the sliders or gears have run out of lubrication and have seized due to not being serviced periodically. Otherwise there may be a foreign object stuck in there like a torn label etc. Try a different size cassette tape, it may be ok on large if you are trying small or vice-versa, because it is already in that position.
You need to use longer tapes. The DER-11 is a DVCAM deck which when recording, uses a faster tape speed then mini DV. Think of your older VCR's. They had SP, two hours, and EP or SLP, which would be six hours. The SP speed would give a better picture. DVCAM is more like an SP recording except digital and a lot better. More information is laid down on the tape.
You'll have to jump up to the full size DVCAM tapes in order to record the full hour.
these errors mean the folowing:
02-291: failed to complete winding a tape.
02-275: detected T reel FG during threading.
02-696: Detected abnormal detectiion of S and T reel rotation during play and Rec.
The second and third faults indicate a fault with the board containing the driver for the reel motors. Unless you have the service manual i suggest you buy and replace the board.
It is the DR-428 board.

check the condition of the pinch roller. a bad pinch roller can cause this problem - a tape plays for several minutes, then has problems. what happens is the tape slowly moves up or down on the roller instead of traveling in a straight path. this is caused by the roller becoming worn or glazed and not being able to provide traction to pull the tape through.
