Yes, PS3 games in blu-ray format will work.
However, pay attention to this small detail: If you plan on buying or downloading DOWNLOADABLE CONTENT (DLC), you'll need an European account on your ps3 (create one and fill it with information from Europe) in order to be able to use them.
If you just want to play the game and not worry too much about the downloadable content and all those kind of extra stuff you can get for the game, go ahead!
PS: If you want to test the fact that it truly works with your current setup, create that european account on your ps3 and download some european demos. You'll have your compatiblity answer resolved instantly.
Try switching the power off again, if it keeps doing the same thing then call customer support, depending on how old is your PS3 they'll just fix the optical drive at no charge. If your PS3 is really old then you can try changing your optical drive yourself, first buying one on ebay depending the model you have and then go to youtube and they have videos on how to do it yourself. It won't cost you more than $80 to buy an optical drive.
The only way you can obtain ps3 games for now is either by buying them online or buying the disc from a game shop. There is no definite and sure hack or downgrades yet to come out on the ps3. Let me know if you require more information.
Has it happened with any certain games? You may have a bad disc if its only with DMC4. If it happens with other games you could have a blu ray drive issue, or a overheating issue. Though typically overheating is a freeze followed by the red light just blinking at you (when you try to power on the system again). Make sure your PS3 has enough room to breathe, try other games, if it continues call Sony. Out of warranty support/repair will cost you less than buying a new one. Sounds like it's an electric problem though.
Note: Have you tried switching off on back wait a minutes about 20 or 30 and switch on again.

Ok. This problem is usually a result of the console overheating. What you can do is check a few things before making any decisions. Firstly listen to hear if the games are spinning when in the system. If it is not try unplugging the unit and connections including power supply for 10 minutes and reinstall.
If this still doesnt work the motor is damaged or broken due to the overheat. You will have to have it repaired by Sony. Do not attempt to repair it yourself or you would void any warranty if you have any.
If you have a warranty Sony will repair it for free or send you a voucher to purchase a new one free to you.
If you have to purchase a new ps3 i recommend buying a cooling system or fan to keep near the ps3 to avoid overheating. Also keep the ps3 in an area that has good ventalation.

Friend's PS3 had the same problem. His unit is no longer under Sony's warranty so I've recently fixed his by buying a replacement laser lens from Ebay. It roughly cost about 50-65 US dollars, depending on whether you order the lens only or one with a deck; you will need to replace the old one with the new one. However if your unit is till under Sony's warranty, i suggest sending it back to them for repairs.
