You cannot convert that way. An ml is also the same a CC. There are 3,785.411784 Milliliters in one gallon.

How do I figure 10% of any given amount of liquid?

3 oz is 88 mL of paint
10 percent is 8.8 ml
Can you get a syringe from the chemist then you can suck up the hardener into it to 8.8 ml
it is about 1/2 a teaspoon
or 8.8 cc

Within the metric system 1 ml (millilitre) of volume is equivalent to 1 cc (cubic centimetre) of volume,
Therefore 200 ml = 200 cc

A cc is a cubic centimeter, which is the same thing as ml (milliliter).

One imperial fluid ounce is 28.413075 cc.
One US fluid ounce is about 29.5735 cc.
