It didn't enter the big if statement because all of the conditions to enter the loop were not met. You will need to set a breakpoint on the If statement and look at the values to find out why it falls short of the criteria.
Also, instead of incrementing the loop variables immediately before the Next statement, you could simply include a Step 2 modifier in the For statement to check every other row in the tables. You should not manually modify a counter in a For loop. You have class-level variables that appear to be used only inside of a Sub (that is where they should be declared unless they are used in another function in the class). You should be giving variables meaningful names and types. The variables d, h, and f are declared as integers, but treated as booleans and their names give no idication of their use in the code. And last (for now), the check3times varialbe is declared but never used.

Familiarize yourself with the driver's license exam and the exam content. Be sure to pick up a copy of the driver's license review booklet for your state. This booklet will contain information about taking the driver's license exam as well as content information. Most driver's license review booklets will also contain information about driving laws and rules that you will need to learn in order to do well on the driver's license exam the first time.
Study for the written test. Even longtime drivers may not remember all of the specific driving rules and laws for their state. Any prospective driver will have to study long and hard in order to learn all of the applicable rules and laws. If you don't pass the written portion of your driver's license exam, you can't pass the exam as a whole. Be sure to spend plenty of time studying and quizzing yourself on the information before you go to take the test.
Practice your driving skills and techniques for the driving portion of the driver's license exam. You can obtain information about the specific driving skills you will need to demonstrate on this portion of the exam from the driver's license review booklet for your state. Get in a car with a licensed driver, such as your parent, and practice these skills. Make sure that you can do all of these skills smoothly while following applicable driving rules and regulations. If you have difficulty performing any of these driving tasks, continue to practice until you can do them perfectly before you go to take the driver's license exam for the first time.
Consider taking a driving training course. You can take such courses in person in a classroom setting or by using a book, video tape or DVD. Many of these in person driving training courses also contain behind the wheel training so you can get comfortable with your driving techniques and skills on the road. All of the available training courses will help you learn and review your state's driving laws and rules, which will help you pass your driver's license exam the first time.
