Most cars can have the speed limiter removed from dealer OBD scan tools or third party scanners like SnapOn or OTC etc... you can also remove limiter if your car has a custom programmer made for it for performance mods.
You will need a scanner to relearn. Sometimes a used will will work but I suggest getting it relearned. It only takes 10 minutes to do if you have the scanner. SnapOn or OTC scanners will work. I know this because I have uesed both of mine to do it with. Good Luck !
