Can plywood be glued to tile floor before laying vinyl planks ??

There are cement based compounds on the market that will allow you to just go over top of your tile floor. Make sure your tile floor is not loose anywhere, clean the floor well and use a patching compound over the existing tiles (this will fill in the grout lines and any uneven areas of the tile). It may take a couple of coats, maybe even 3 to get the floor smooth and level. You should be able to install your vinyl right on top of this and not have the added height of the plywood. If you insist on the plywood you could use a good quality construction adhesive with drilling and installing screws.

Does my floor have to be level to put in tranquility click flooring over it?

Wood flooring manufactures state the floor must be level within 3/16" every 10 feet. That means if you have a straight edge at least 6 - 8 ft long and you lay the skinny edge on the floor and look for light under the edge that contacts the floor...or gaps, must not be greater than 3/16" if they are, a simple floor patch from Home Depot or Lowes that you trowel on will remedy those voids. You need to check for high spots as well by placing the straight edge on the floor and looking for a distinct rocking of the SE from the high side to the low side.

All this pertains to my experience with concrete slabs. If you have a wood subfloor let me know

Bad product will have to be replaced / returned. (return preferred over replace any day)
Sometimes you have to send them a legal notice and follow up in small claims court. Thats where they will usually stand down and refund your money and ask for labor money too. They can't afford to take chances in court. I believe they have been investigated big time for falsifying labels and voc ratings on flooring.
