First of all. Never clean your drum. It has a cleaning mechanism built into it (as most all do), and if it is not being cleaned properly itself, then cleaning it yourself will only do 1 of 2 things, damage it beyond repair, or nothing at all. Secondly, as long as you have replaced the drum with a BRAND NEW unit as you say, then it could be a problem toner cartridge, but that's only likely if it is rebuilt vs. an original. If neither of these fixes the problem, then you have a worn fuser, and that's a costly repair.
