if you have a BIOS password enabled and you have forgotten it, you will need to contact Dell technical support 800-624-9896 for a system master password.

If it truly is the HDD password, Dell will be of no help to you, as they have no control over the HDD Password; the password is stored in a hidden sector on the HDD itself.
The only people that could help you with that is the manufacturer of the HDD, and odds are they won't help you. It would involve sending the drive back to the manufacturer, and paying them a heft fee to unlock it. It would be returned to you, but would be blank, as they have no way of knowing that the data on it truly belongs to you.
Today happens to be your lucky day however, as I stumbled upon what seems to be a very useful piece of software. There are many restrictions with it's use, so make sure you can manage this. It would involve you connecting your laptop drive into a desktop system in order to perform the task of unlocking, only works with certain drives, and has been known to not work on some Dell HDDs, amongst many other things. You need to get the password!
Get them to unlock / give you the password. This can be more serious than expected.

When you boot up to the log in screen type in administrator to log in if you cant log in
during the boot up process you will see on the screen for a short amount of time press a certain key to enter set up
Press and hold that key during the boot up process to enter BIOS scroll down to set user password or supervisor password you can change or remove your password from there
control panel user accounts
on the users tab,click the name of the computer administrator you can change the password there
