Sounds like either a virus, an incorrect driver or conflict, or a reinstallation is needed. Seems to me these problems began when you installed the webcam, my experience with this kind of thing is when a new driver is installed it sometimes does work correctly with the system settings casusing a severe conflict. All of the devices that are put out on the market are not guaranteed to work with each individual PC especially those PC's that are not directly bought from the manufacture.
This is typical! I would try to remove the drivers for the Webcam! Uninstall any software loaded with this webcam!
Here are the steps:
Click on start
Click on Control panel
Click on Add/remove software
A list will populate may take a few minutes
Locate the name of the drivers to your webcam
Uninstall them completely and anything link to it
This may fix the problem! Reboot your computer!
See what happens! If the problem persists even after the removal of the drivers. I would reinstall my OS and all of my programs!

Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
