Even when you remove the key from the lock?
Try to turn the key a little more to the left to be sure to move out of the Accessory position.

turn off engine or turn off key. (not the same if you loose battery power, many things on these unnamed car can reset, PCM./TCM/ radio/clock and immobilzers. etc. ask a more direct question. old post
there is a push pin in the ignition when the key is taken out the pin closes and radio etc goes off. spray some wd40 in the ignition and pushe key in and out a few times should free it up.
maybe you should check your battery condition. the voltage should be 12.3-12.8V. many times the voltage is not enough to cranck the engine and supply all the other devices. Try to turn on the radio and then crank the engine. if the radio stay on and the clock reset then the problem is inside the clocks mechanism. hope helped.
