Question about Washing Machines
First of all check your hose is clear of any blockage, it also could be something blocking the hoses going to the pump, check the little drawer too (empty it) should be at the bottom of the washing machine, can you hear the pump trying to kick in? as if it's trying to drain? the pump may need replaced for draining the water after the spin cycle, I had the same symptom on my own washing machine, replaced the pump and it's been working fine ever since. You could e-mail the manufacurer too, they can tell you which service error code this F16 is - as I do not know the manufuturer or model of your washing machine as you did not mention then I wouldn't know exactly why this

If it can't drain, it won't spin. There may be something preventing the pump from draining in the Pump filter. You will need to clean it.

Possible fault with the program controller unit. You need to check the program cycle outputs using a multimeter connected to measure the output voltage. On start the inlet should open and then close as the water level sensors works and then proceed to wash. So this much seems OK. Now in the next step the drain valve must open to drain off, then fill once again with the inlet working and water level being sensed. If there is no output in this section cycle then the prrogram controller has errors within the memory . You can remove the panel and reset all connectors and connections.
