standard weight for that model is 10 wt. for your trike application you may want to go with 15 wt. Automatic transmission fluid is a good substitute for 10 wt. and was actually reccomended by Honda for years back in the day.
in the harsh cold, I run a lighter weight oil in my car because a thicker oil, in cold weather will actually "glue " the engine parts together..I learned this many years ago with an old 68 pickup..I but 40 wt oil in it and one cold day tried to start it..the block would not turn over at all. not even by hand..had to really put a fire under the truck to warm it up enough to run it..also if your battery is weak..the cold will zap at least 50% of its power due to loss of chemical actgivity inside the battery..in alaska they actually take batteries out of the cars and put them in side to keep them working..in extreme cold the electrolyte acually will separate.. the water in it will freeze and short the battery out..at the present..I use a food warmer turned upside down, under the cars'engine to keep it warm enough to cold start..I carry the heater, a 300 watt reflective unit 2 feet long, and a 100 foot heavy extension cord to plug it in..I also am using 10/30 oil in it ..my car that is..
Look for corrosion on the terminals that the batteries connect to. Make sure these are shiny. It sounds like you are not getting the right voltage. With a camera that old the contacts may have gotten some battery acid on them at some point.

Symptoms shows TV got problem in Horizontal deflection area that's why you do not see picture and get only sound.I think its not worth to repair as its 14 years old model and spear parts might not be available or cost too much.
Since you still want to repair it, let me know exact model number of TV to check parts are available some where?
