Question about Dell Computers & Internet
My problem is that the desktop screen flitters -mostly with email. the dell tech says that it is being caused by mcafee virus protection program. I am skeptical. what do you think?
Well you could try to remove McAfee and install a free alternative such as Avast. If that does not work you can always go back to McAfee if you prefer it. Avast is free, reliable and works very well.

The issue can be with any Operating System files that might have gone Curropted.
I recommend you to try pressing the Ctrl + Shift + Esc keys after you are sure that the Operating System is booted which should get you the Task Manager window.
In this, click on File > New Task(Run) and enter Explorer.exe in the field and click on OK.
This should get you the Windows Explorer.
However, I recommend you to either try reinstalling the Operating System in your Notebook to factory settings or Repair the Operating System using Windows XP disk if you have to repair the curropted files.
Find the instructions to Repair or Reinstall the Operating System in your Notebook from the link below :
Make sure that you take a backup of all the files before proceeding with reinstalling the Operating System as it will erase all the content in the hard drive if you are using the Disks provided by HP.
If you are not able to see any LDEs blinking in the Notebook when you press the Power Button, the issue can be due to Static Charges which might be preventing the Notebook from starting up. In situations like this, you need to try the steps listed below :
1. Disconnect the AC Adapter.
2. Remove the Battery. Note : Please see that there are no external devices or cables connected to the Notebook. 3. Hold the Power button down for 30 seconds to 1 minute.
4. Reconnect the AC adapter and do NOT connect the battery now. 5. Turn on the Notebook power.

Is this running XP? Does the computer shut down or just go back to the welcome screen and ask for your password again?
If it returns to the welcome screen (and it is XP) get the following two files from another xp machine and copy them to the windows\system32 folder.
Restart the computer and log back in.

If the ram passed memtest then the problems are likely to by corrupt system files. rather than do a complete reinstall and have to worry about backing up the data try ReImage. They c will remotely fix the system files, leaving your data intact
