Question about Apple iPhone 4S
1) The first thing I would do is shut down (turn off the power). Count to ten, and turn it back on again.

2)* If reboot does not solve the problem, you will need to connect your iPhone to a computer using your charger's USB cable.
2a) Go to iTunes app on your computer,
2b) Click on your iPhone icon,
2c) Click on restore. That will take your iPhone to the latest iOS (Operating System) for the iPhone 4s.
*Note: If you choose to restore your iOS be sure to store all your applications (apps) and purchased items like music and books on either a cloud or your computer before you start the reboot. The software will tell you to do that anyway.)
3) Another possibility would be to contact your provider (Viber). Of course it would be a little hard to use your iPhone 4s, so you will have to used another phone or a landline if you have one.
4) As Trevor suggested more information is needed about your settings and the type of connection Viber provides for its users.
It is amazing what cold booting a few times will correct on an iPhone! I hope this helps!
