To resolve this issue, launch the Chromecast app on your casting device, select the Chromecast name, and remove any special characters. After changing the name of your Chromecast, restart the Netflix app and look for the Cast icon when playing a TV show or movie.

Chromecast is connected to the TV and not to your computer. Your TV should have free HDMI port to connect the Chromecast.
You should WiFi configured and both chromecast and you computer ( you can use wired connection for PC) should be connected to the same network (router).
