That clear plastic tab was there simply to keep the battery from making contact and running down.Since you declined to specify a make or model I can't give you definitive instructions. Can you find the outline of the battery cover? There's probably a set of grooved ribs on the cover, possibly with an arrow. If there is an arrow, put your thumb on the ribs and push in that direction. First you should try to get two male connectosr jumper cable, which fits to cigarette lighter socket.With a battery jumper you can open the hood like this.
The emergency release cable is located inside the top of the driver's front wheel well, just after of the spring coil mount, is a little rectangular corner in the black plastic bowden that lines the inside of the wheel well. Reach under this, and you will feel a "wire" about 2mm in diameter..this should do it for you

Remove the backup battery. You will see a rectangular insert inside cover of battery compartment, closest to the hinges, pull out using fingernail. Close battery compartment with batteries inserted, turn on. Turn off open battery compartment replace backup battery. Reset date and time.
The screw you removed holds the battery cover in place. The cover is roughly rectangular with rounded corners. Once the screw is out, gently insert a sharp blade into the hairline crack between the cover and the binocular body and pry the cover off. The two watch batteries will be obvious.
