Lights are dim sometimes come on bright now always dim and when i hit the high beam button headlight shuts off completely

THIS SOUNDS LIKE IT MAY BE A VOLTAGE REGULATOR AND POSSIBLY A HEADLAMP BULB OR SHORT IN THE WIRRING. REMOVE THE BULB AND CHECK IT TO ENSURE IT IS NOT BLOWN ON HIGH BEAM
