I need more info to be able to help you.What operating system are you using? XP? VISTA? Windows 7?Do you see the windows startup screen? if not... I suggest you go to the CMOS setting, it seems that you lost your hard drive configuration, if you do not know how to do that, just go to the save menu and load the "Setup Default" or it maybe called just "Defaults, or CMOS Defaults, after that your computer should boot up. Make sure that the primary boot drive is your hard drive and not anything else.Tony
The blinking sensor is the way in which the BIOS is telling you that it can't locate the Windows boot files - either the disk is defective or Windows is totally corrupted.
Reinstall and if the problem returns very quickly you will have to replace the hard disk.
try booting to safe mode. go to Start, my computer, and right click, select properties and then under tools, check disk for errors. Select automatically fix errors and it ask you if you want to schedule a scan when the computer restarts, say yes.
Most Toshiba laptops and some desktop systems will bypass the BIOS password if the left shift key is held down during boot.

Have you found Win 7 to be as unstable as vista? I thought so. The trial of win 7 probably deleted XP, so you will either need a factory reset disc or an XP install disc. Insert either into the CD drive and boot from it. Follow the on screen instructions.
