What can I do to wind my bobbin tighter

Make certain you are passing the thread through the tension for the bobbin winder when setting up to wind the bobbin. Check that tension assembly for anything that could be stuck in it, preventing the assembly from putting tension on your thread, such as another thread. Wiggle the disc on the assembly to make sure it isn't stuck. If none of that works, disassemble that assembly from the top of the machine (NOT the tension you use when threading to sew!) and see if the spring inside is broken. If it is, replace the spring if you can get it, or the whole assembly if you cannot.

I have a Kenmore 385.16126200. The tension is too loose. I have already turned the dial all the way to 9. Is there something else I could do?

I would check to make sure the spring is working in the dial, check to see if the dial is actually closing around, if not could be a bad spring in it. Also check to make sure the thread is totally in the dial. Hope this helps.

Machine was working fine. After lunch I returned to sewing to find the top thread that goes through the needle will continuously go around the bobbin. It will only sew only 1 to 3 inches before the...

Check the tension on the top thread - this sounds like the top tension device is not engaged or has broken.

Lower the pressure foot and pull the top thread from just before the needle, it should offer resistance to your pulling. If not, check the tension device, rethread and ensure the thread is pulled between the tension discs.

If no joy, then perhaps a trip to the shop is in order, the tension spring/device may have broken.

Tension dial not correcting tension problems

Look to see if the 'check spring" is still there, and not broken.
If the tesion nob can be truned without any feeling of tension, then maybe the screw that attaches the 'tension housing' to the stem has loosen or broken.
