Try this :
1) uninstall logged on as the user account who initially installed the application.
2) uninstall logged on as "administrator", this user account is the original administrator of windows, and has more rights than any other user account from the "administrators group"

Check is the user u have logged in has the administrator rights.
Try to un-install the application from different user account.
or try to use some 3rd party uninstaller to uninstall the application.
