How can I set the volume to low when I first turn my radio on it always seems to revert to high volume ?

Could be a bad volume switch . turn the radio on with the volume low and the squelch knob to see if the audio goes away. If not change the on/off switch .

Minimum volume way to high

There may be a low/high switch which lowers or raises the base sound level before the volume control has any effect.

route the audio via your hifi then you can choose your volume level ???

I have a cobra ltd29 and I seem to be able to send very clearly but I am not able to receive unless I am right next to the other radio.

Without more in depth detail you have had your receive damaged by a high power radio transmitting near you. I suspect a blown diode or tr7 the first RF amp transistor has failed.
Now it you are describing a low volume problem. Like the volume of your radio not increasing when you plug it in that can be a broken with in mic cord, bad switch in handset or solder connection at mic plug. It will still transmit.

My Fender Supersonic 60w head is getting zero sound thru my speaker. Not even the usual ground level hiss. Checked/replaced all tubes. The fuses are good. Cables are good.

Next is to check if the speaker is open circuit. Check with ohmeter or plug in a radio/hifi at low volume to the speaker.

If speaker is OK, next suspect is power supply. This will be over 400 volts so not safe for the unwary. I assume filaments are lighting up.

in the first place, the radio itself is not a bose. you may have a bad volume control switch, or switches.

Disappearing sound, Low sound, no sound

Unplug the system from the wall and plug in again...It worked for me...hope it works for you too.
