Screen says windows loading files and then just a cursor
Were you trying to install Windows? Is the Windows CD still in the drive? If so, take the disc out and reboot your computer. It should start up. If not, you may need to complete the installation/upgrade or repair that was started. Sometimes, with some versions you can about the installation. I think you may just need to remove the disc.

It might be just a software related issue, i suggest you boot into safe mode(tap F8 repeatedly during POST), if you are able to access safe mode without any issue, you can perform a system restore. This will allow the computer go back in time when the issue is not yet present. Hope this helps.

A list opens.
Click "Change Cursor Blink Rate." The "Keyboard Properties" window opens.
Click the "Speed" tab. A list of options appears.
The "Cursor Blink Rate" section shows a "Cursor Blink Rate" slider displaying a range from "None" to "Fast."
Click and drag the slider button to the "None" area in the far left portion of the "Cursor Blink Rate" scale.
Click "OK." The cursor stops flickering on the screen.
