You can remove books from your local device, but once you buy them they stay on your cloud library, ready for you to download it again if you need it. There is a way to permanently delete a book from your account - but be forewarned, once you do that you cannot go back - you will have to buy it again to get it. In your computer go to 'My Account', then 'Manage My Kindle' - go to the book you want to delete, click on the "+" sign and chose 'Delete' - Voila.
if you have a spam folder I would suggest sending them to it that way who ever is sending them can be delt with , if you don't have a spam filter I would suggest contacting your email service about the emails & ask them how to stop them or you might consider deleting the account & starting another one
