Can you please be way, way more specific? For instance, I can conclude form your statement that you are referring to Microsoft Windows, but did you buy a product with Windows already on it?
The short answer about cost is yes and no. Yes if you never owned it in the first place and used a "pirated" version. No (most likely) if you bought a HP or Dell PC or Laptop for instance. Those companies have websites with information on how to obtain a copy from them for very little or free.
In any event, if you still need an operating system and can't afford the 90-120 dollars windows costs, there is an alternative called Linux. If you go to osdisc.com, you will have many to choose from. I personally suggest Xubuntu.
