You did not mention the model or make..but most have a simple starting system..the starter ususally is located on the side of the engine facing up for the vertical shaft or front or back for horizontal shafts..two mounting bolts and one or two wires from switch and battery...easy to remove and replace...if you are saying spinning not engaging it is the replaceable spring loaded flywheel engage gearing on the top of the starter...the third would be bad but replaceabke selonoid that transfers the battery voyage to the starter ..just follow the starter sure back it originates at the selonoid...good luck.

If you jump the two terminals on the starter solenoid and the starter works you need a new starter solenoid. If you hold the starter button and tap starter with a plastic hammer and the starter works you need new starter brushes. If you bench test the starter and new brushes do not fix the starter, then you need to buy a new assembly , starter parts other than the brushes are not sold separately.

If you push the starter button and the solenoid clicks, the button is good. Take a wire and jump the two posts on the solenoid or touch the two cables together. If your starter works, then you need a new solenoid. If you hold the starter button and tap on the starter with a plastic hammer and the starter works you need new starter brushes. Anything else wrong with the starter and you need to replace the starter assembly , unless the manufacturer sells replacement parts so you can repair the starter. most manufacturers only sell replacement starter brushes.

Try putting the vehicle in neutral and rock it - sometimes the starter gear can get stuck in the flywheel.
Have someone give the starter a whack with a hammer as you turn the key - this is a temporary fix as the solenoid probably needs replacing or fixing.
Solenoid on the starter needs to be replaced, serviced, or the wiring leading to it., and from the Solenoid to the starter is a small copper band that is attached with a 7 or 8mm nut. Any corrosion under that nut is all the power to the starter.  Typically the solenoid can come apart and you can file a flat copper disk that contacts the two posts allowing power to the starter brushes.
If you take a booster cable from the positive side of the battery and contact the big post on the Starter Relay, as well as the post that leads into the starter, with the key on - the starter should turn over.  You may have to strike it boldly - but be sure not to touch any other metal, like the side of the starter.  If this doesn't turn the vehicle over at least , then the starter itself may need replacing or servicing.
