It sounds like these is either a problem with the USB port on the motherboard or with the mouse itself.
Assuming that if a wireless mouse: the batteries are new, the device is actually turned on and the transmitter has been removed from the mouse and plugged into the the USB port and it still does not work, it should be tried on all the other USB ports of the computer. If none work, try on another computer.
This will help determine if the mouse or the computer is the problem. If the mouse does not work on other ports or on the other computer, a defective mouse is likely. If it does work in a different USB port of the original computer, the first USB port is suspect.
If it only works on a different computer, the problem my lie in the setup or BIOS page of the computer. Look for a setting for USB ports. Enable the ports if disabled, and try again. If still no luck, there is some other issue at the motherboard level. Unless fairly new and under warranty, it will probably not be worth trying to fix the problem, when a $20 USB expansion card could be purchased and installed to provide USB connectivity needed.
You could also try connecting a different USB device (if available) to test the USB port. A USB webcam, hard drive, mechanical mouse, etc. are all good choices to test the port. You should indicate or cover any ports that are found to be defective.
After reading the description, I think you need to try updating BIOS and latest device drivers for USB. Because USB are getting power on that means there would not be any fault to from the motherboard.
So please try updating latest BIOS for your notebook.

Type in the product no. on www.hp.com. Then go to software and driver download page, select the proper OS and search in BIOS ROM pack available for your notebook.
Open Run and launch regedit Browse to the following location HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\USBSTOR In the right pane, look for an entry named Start. If you find one delete it. Your USB devices should start working immediately. If not please report back.
try this: plug in the USB key & check for the green light. Then go to start, control panel, & double click mouse (with whatever mouse works). Check the hardware tab and see it the computer is recognizing that the mouse is there. If it is there, it should be working fine. If not, then perhaps you need to reinstall the USB port drivers. Sometimes this will happen when you've upgraded from 1.0 to 2.0 USB ports.
this problem seems mostly with the usb mouse, the best solution is to plug the flash drive in one port and usb in other and restart the computer generally this always works but if it wont work then the best thing is i also did that, buy a 4-port usb hub and connect it with laptop and connect your usb mouse with this port not directly to your laptop and when you like to use your flash drive plug it in the laptop. this is working with be perfectly and i hope it will do the same at your side.
