Question about Electrolux Vacuums
It is probably not worth fixing
The foam may be a sound suppressor. Your vacuum may need a new hose. Old hoses have a liner on the inside that can collapse. Try removing the hose and see if you have good suction on the vacuum without the hose on. If you do it. Means the hose is bad or clogged

You didn't give you model number, but check by the brush roll to see if the inlet there is clogged, hose still has a clog, filters are bad and need replacing. Does the brush roll turn, belts stretch after short usuage and will not drive the brush roll under load, may need to replace the belt.
