take the tank off and turn the unit on and see of there is section where the tank would sit. If so then the tank is not seated correctly, if not it is plugged with something.
My machine would not **** up the dirty water either. I tried everything, read the "troubleshotting" section in the manual and nothing worked. Then I discovered there is a little FILTER that is not mentioned anywhere and is hard to see. It was clogged with dog hair. It is in one of the two removable sections on the top of the machine. It is NOT in the bladder section but the section with the dial to switch from floor to tool. It is red and about 1 inch long. There is a little door on it that you flip open (it actually looks like you can remove it). Flip the little door open and you will probably find a bunch of gunk. Remove it and the machine should work perfectly. Mine now does! Good luck.
I've been working on solving this problem on my Bissell all day and at last I think I may have a solution...there's a little red rectangular shaped plastic filter in the top part that has the handle (it's the only red plastic thing you'll see in there). Mine was packed with lint and covered completely. I removed all of the lint and the water should now be able to be suctioned through. I haven't tried it yet, but I'll let you know if it did work. It's the only thing that makes sense at this point.
