Jose, I would guess from your comments that it has not been on the charger during the two years sitting and if that is the case most batteries will hold some charge and that is why you have the horn working, but there is not enough voltage to actually run the chair. I would recommend that you take the batteries off the chair and take them someplace like Auto Zone or a car mechanic that has a battery tester and have them charge it up and load test the battery and that will tell you if it is any good still or if you need to get new batteries.
