Fist you should check that if there is problem with your battery or charger. Do you store your batteries in right way when you don't use them?

You need a volt meter, They are cheap and it will come in handy down the road. The volt meter will tell you if your charger is the problem or the battery has went to battery heaven.

Can you use 18v lithium battery in old 18v drill

Yes you can. On tools, 18 volts is 18 volts. Tools don't 'know' how the power is being created, either by Ni-Cad or Li-Ion means. Chargers are totally different. Most Li-Ion chargers can charge older Ni-Cad and some Ni-MH batteries but older Ni-Cad chargers will charge Li-Ion battery untill they overheat and sometimes start on fire because older chargers can't detect when the Li-Ion batteries are full.

How do you know when a black and decker battery's life is over

Normally when it will no longer hold a charge, that is, no matter how long you charge it, the battery goes flat very quickly. This happens sooner with Ni-Cad batteries than with Li-Ion.

Can you use the 9 volt charger with the drill that says it takes 7.2 volts. This is the charger that came with it

THe charger should match the voltage on the battery or you will damage it. A 9 volt charger should not be used on a 7.2 volt drill.

You should probably contact Customer Service regarding this. I'd say it's a problem with the batteries rather than the chargers considering this looks like a recent EPC model - 1800 444 224

Schematic / service information for Black and Decker VP 130 battery charger

Power supply for the VP130 is a 4.32v 210ma AC transformer.
The AC supply is fed to the charger battery box where there are two diodes one for each battery.
each battery is 3.6 volts.
