Main oven keeps going off


If you mean the heat keeps turning off??? The heat will turn off when the thermostat detects the desired heat level has been met, after that, when the level of heat goes below the selected level then the oven will heat up again granted if the thermostat is functioning correctly. This is the best answer I can provide for vagueness of the question.

We have a GE JKP15 oven that will not heat to temperature (350F) when first turned on. The oven will beep (temp confirmation) and the display will indicate 350F but the oven temp will only be at 220F...

the oven almost certainly needs a replacement element which should be the responcibility of your landlord.

The bottom heating element won't heat up


If the new element is good then the next thing to check is the selector knob (COOK/BROIL) and the thermostat for the oven.

To check the thermostat, turn the selector to BROIL and turn the thermostat up until the top element begins to heat. Let it heat up a little then turn the thermostat down until it clicks off. If this works then your thermostat is working.

The problem then must be your selector control. Remove and replace (turn power off at circuit breaker box first!).

Of course, if the thermostat won't turn on the upper element either then it must be the thermostat.

There is a possibility also that a loose/broken/burned wire is causing the problem. You should check for this when you open up the control panel (after turning off the circuit breaker!).

Oven won't heat up


Ok, this is a definite element malfunction. you can confirm this by using a multimeter and connecting the meter to the terminal points on the element. once connected, turn on the heating cycle and if you can register a reading and the element dosen't light or produce any heat, this will confirm element failure and you will need to replace it.
