Re: cooling system capacity
First, check with either a volt meter or a circuit tester light rated for the voltage of your cooler if you have voltage to the compressor. Your problem may be a faulty temperature control thermostat or a compressor.

Condenser Coils are Dirty
If the refrigerator is not cold enough the condenser coils may be dirty. The condenser is like a radiator and must stay clean in order to dissipate the heat which was removed from the inside of the refrigerator. As the coils get dirtier the refrigerator becomes less efficient, which makes it work harder to cool down. If the coils are dirty enough, the unit will never be cold enough and will not be able to cool the inside of the refrigerator to the proper temperature.
Evaporator Fan Motor
If the refrigerator is not cold enough, the evaporator fan motor might have failed. Every refrigerator has a set of coils called an evaporator. The refrigerator may have one or more evaporator fan motor(s) depending on the model and evaporator locations. The evaporator fan motor circulates the cold air from the coils thru the compartment. If there is only one evaporator it is in the freezer side. If the fan is not working, no cold air will get to the refrigerator compartment. The freezer may still get cold.
Condenser Fan Motor
If the refrigerator is not cold enough there might be something caught in the condenser fan motor blade, or the condenser fan motor might be defective. The condenser fan motor draws air over the condenser coils to cool them. The condenser fan motor is located underneath the refrigerator near the back. Pull the refrigerator out from the wall and remove the access panel to access it.
If the refrigerator is not cold enough, the start relay may be defective. The start relay is a small device mounted to the side of the compressor. It provides power to the run winding along with the start winding for a split second at start-up to help get the compressor started. If the start relay is defective the compressor may run intermittently or not at all and the refrigerator will not get cold enough. The start relay should be replaced if defective.
Temperature Control Thermostat
If the refrigerator does not get cold enough the temperature control thermostat might be defective. The thermostat allows power to flow through to the compressor, evaporator fan and condenser fan. If the cooling system fans and compressor are running, but the refrigerator or freezer is not cooling correctly check for an airflow or defrost system problem.
If the refrigerator isn't cold enough the compressor might be having difficulty starting. The start capacitor serves as a battery to give the compressor a little boost during start-up. If the start capacitor is burned out the compressor might not be able to start and run as often as it should. Test the start capacitor first with a capacitance meter, they don't fail often. If it's defective, replace it.
If the refrigerator is not cold enough the thermistor might be defective. The thermistor is a sensor which monitors the air temperature. It is connected to the control board. If the thermistor is defective the refrigerator does not cool or may cool continuously.
Temperature Control Board
If the refrigerator is not cold enough the temperature control board might be defective. The temperature control board provides the voltage to the fan motors and compressor. These boards are often misdiagnosed. Check all other components to be certain this is the cause of the problem.
If the refrigerator is not cold enough, the compressor might be defective. The compressor is a motor which compresses the refrigerant and circulates the refrigerant through the evaporator and condenser coils. There are several other components which are more likely to be defective if the compressor doesn't work. If the compressor itself is defective a licensed professional will need to replace it.
Main Control Board
If the refrigerator is not cold enough the main control board might be defective. This is not common. Check the defrost system, cooling fans, and cooling controls first.
2 possible issues. If compressor running, but not cooling - No freon in the system, or compressor valves are bad, not compressing freon. Ideal would be to check pressures on the system while its running. Could be some kind of restriction. most common problem i would guess low freon level. Here are 2 of my videos i have on my channel. first is leak found at evaporator coils. i used leak dye to find it, second video is replacing compressor, but had compressor completely down. installed 3-n-1 hard start kit, but compressor did not come on, so replaced compressor with filter drier. Hope this will give you an idea what to do next.

residential window air conditioners have a cooling system made up of
four primary components, a compressor, an evaporator fan, a control or switch, capacitor.When the thermostat is calling for a colder room temperature the compressor is energized. It is
normally very quiet.
evaporator is always located on the front of the air conditioner. It
also has silver fins. Be sure it is clean. Use a foaming type cleaner and rinse with plain water. Because the evaporator is absorbing heat, it is very
cold to the touch. The temperature drop causes any humidity in the air
to collect on the evaporator - sometimes called sweat. There is a fan
inside the air conditioner that circulates the air for the evaporator
and condenser coils.
The circulating fan and compressor are running
simultaneously. The fan motor has two fan blades attached to it on
either end. The fan blade on the inside part of the unit continually
draws room air over the evaporator coils, which are cold. The fan blade
on the outside part of the unit continually draws fresh outside air over
the condenser coils, which are warm. Because the evaporator coils are
cold, they cause moisture in the room to collect on them, much like a
cup of ice water on a warm, humid day. When the amount of moisture
increases, it begins to drip down off of the coils into the bottom pan
of the air conditioner. If the compressor fails to start or the fan you may need to replace the capacitor. You may need a hard start kit.
Thermostat control The
thermostat on a window air conditioner works by sensing the air
temperature entering the air conditioner. As the air entering the unit
reaches the set temperature it will cause the compressor to turn off.
The blower may continue to run depending on the selection chosen on the
control panel. Digital thermostats work on a similar principle but
display a more precise temperature. Test for continuity with the multimeter between the two terminals . Warm you should read continuity (contacts closed). If not change it. Selector switches The
air conditioner selector switches allow the user to choose the fan
speed. The compressor always runs at the same speed regardless of the
settings. If low cool is chosen, for example, the fan runs at a slower
speed but the compressor still offers the same cooling capacity. There

Thanks for your detailed information. But solution is very simple. The compressor contactor in out door unit. Struck. And hence, when you power on, without indoor commanding, the out door starts running.
Replace same type Contactor relay (In out door unit) immediately. Hope, it's helpful.
With that amount of info it would be hard to try to pinpoint it. Here's a list of items that can cause a refrigerator to not cool.
Items that will cause a refrigerator not to cool..... 1. Defective thermostat 2. Defective freezer fan motor 3. Defective defrost timer 4. Defective defrost thermostat 5. Defective defrost main heater. 6. Defective condenser fan motor 6. Defective compressor overload protector 7. Defective compressor start relay 8. Defective compressor start/run capacitor (some models only) 9. Defective compressor 10. Restriction in refrigeration sealed system 11. Loss of refrigerant (leak) 12. Excessively dirty condenser 13. Broken wires, bad wire harness connectors, ect. 14. Defective fan motor switch (some models only)
As you can see it could be one of many,many items. If your handy with a meter you might want to start at the bottom back of the machine where the compressor is located.
Sounds as if it is not running, or running without refrigerant in the system.
Also, if it has a cooling fan motor in that area, make sure it runs, since all fan motors are wired to run at the same time.
be aware that not repairing this asap that you are causing yourself more problems First I would change out the fan capacitor and see if this could be the problem. Secondly if the capacitor isn,t the problem change out the motor . By continuing to allow the system to cycle like this the compressor will take a dive on you costing more . Good Luck
if the fan outside is running then feel the compressor outside or listen to it if you can notice that the compressor is running the same time the outside fan is running also.
it could be that the compressor is not running.
but if you can notice that the compressor is making a different sound as it turn on, then the compressor is running but not cooling, then you could have a leak problem. there is no or little refrigerant in the system.
