Well, appears that your configuration can handle 4 GB of memory. I checked the Acer website for upgrades for your model, and nothing appears to jump out which could solve your problem. A few appear to be possibly helpful, but some are for XP, not Vista. Upgrading "launch manager" might be a good thing.
However, Belarc tells me that on my Acer 5630 i have listed under "Bus adapters" the following:
Intel(R) 82801G (ICH7 Family) USB Universal Host Controller - 27C8
Intel(R) 82801G (ICH7 Family) USB Universal Host Controller - 27C9
Intel(R) 82801G (ICH7 Family) USB Universal Host Controller - 27CA
Intel(R) 82801G (ICH7 Family) USB Universal Host Controller - 27CB
Intel(R) 82801G (ICH7 Family) USB2 Enhanced Host Controller - 27CC
And, under "other devices", i have a USB Root Hub (5x). Obviously, the two match. I go to device manager to check them out, finding them under 'univesal bus controllers", to see whether they are all working properly, and and they are. In addition, opening "system devices" reveals something called a "plug and play software device enumerator", and that checks out to be working fine as well. Check your equivalent out to see if you find a problem to fix. Hopefully you will. Let me know how things go.

I would manually un-install, and then reboot so the system could re-install. Also do a complete system virus scan, just to be sure
that a bug isn't operating.

I would guess the drivers are either not installed, or the wrong ones are installed. Go to the Acer website and select your model and download the current drivers from there and install.
