No power to the solenoid or the water inlet solenoid is stuck shut mechanically, or the solenoid is burnt out electrically. Test the winding of the solenoid to ensure electrical continuity. Test there is a voltage at the terminals of the solenoid when the water should be flowing in. If they both check out good you have a blocked solenoid valve.
I believe the electric solenoid is a fuel shut off. solenoid needs energized, normally with switch 12 Volts. other then float bowls are the carbs. identical, if they are switch bowls, should work. If not you will have to add switched power to solenoid, the link below looked similar to yours.
That is a fuel shut-off solenoid. It is an anti backfire device. You can test it. Remove it from the carb assembly, plug the plug into it ( if only one wire to plug then it needs to be grounded- hold it against part of the crankcase), turn the key on with the brake locked. You should see the pin on the solenoid suck in. Turn the key off and the pin comes back out. Repeat several times and make sure it doesn't stick. If the pin doesn't move then you need you either have an electrical problem or the solenoid has failed. Be sure fuel is flowing good to carb first, then be sure carb is clean, then suspect shut-off solenoid ( they are 70-100 bucks to replace)
The easiest way to check is to look at the bottom of the carb. If there is an electrical wire connected to the bottom of the carb, it has a fuel solenoid. Here is a youtube video Fuel Solenoid on engine
The electrical part on the bottom of the carb is a fuel shut off solenoid. When you turn the key on, the plunger inside this mechanism retracts, allowing fuel to enter the carb. If you remove this it is easy to bench test with an alternate power source. Hope this helps.
Check for spark at the spark plugs. If you have spark, the the problem is fuel related. If your carbs have an electrical solinoid below the bowl, unplug the wire connection and THEN unscrew the solenoid. There maybe a fiber gasket, be careful not to tear it. Unscrew the solenoid and check to see if clean fuel comes out of the bowl. If no fuel comes out, you have to clean the carb bowl and the jet. If clean and FRESH gas does come out of the bowl, then the (fuel shut off) solenoid is stuck in the OFF position. (the alcohol in our gas causes these solenoids to rust and stick) Buy a new solenoid. NOW if you don't have spark, check the kill switches first, you may have 3 on a riding mower.You can temporaily bypass them if you don't have an ohm meter for testing.
Remove fuel line at carb and see if gas flows freely.
If it flows freely and the carb is dry either the float is stuck closed or your electric fuel solenoid is unpowered/broken. The solenoid is under the carb. You can see a wire coming out of it. Unhook the wire and check it for power using a test light. If the light turns on with the key on you can remove the fuel bowl and solenoid and test the solenoid and inspect the float for free movement.
Also, make sure your fuel filter is clean and your inline fuel valve wasnt closed accidentally!
Shutoff fuel supply and unplug wires from solenoid. Test for 12 VDC with ignition switch in "ON" position. (These solenoids are multi-polarity so ground one test lead to frame and check each terminal idvidually. Voltage on either one is acceptable.)
If voltage is OK ...
Unscrew the solenoid from the carb bowl for bench testing. Be aware that raw fuel will spill from the bowl so USE CAUTION here!
Power up solenoid (again, polarity not an issue) and observe the plunger movement. It should retract slightly (but firmly) when power is applied.
If the solenoid is sluggish or it doesn't retract with a nice crispy "snapping sound", clean with carb-cleaning spray as needed. Work by hand and spray again. Then work by hand and spray, spray, spray....you get the idea. :-)
If still not working, replace the solenoid switch. They are a bit pricey so try to spray it once more!
